ÁLLÁSFOGLALÁS
közigazgatási tárgyú törvényjavaslatokról
A SZEF Ügyvivő Testülete az Országgyűlés napirendjén szereplő közigazgatási tárgyú törvényjavaslatokról (T/8016., T/8017., T/8019., melyek az egyfokú járási hivatali eljárásról, a fővárosi és megyei kormányhivatalokról, a kormányzati igazgatásról szóló törvényről rendelkeznek) az alábbi állásfoglalást fogadta el.
1.A Kormány a törvényjavaslatokat 2019. november 12-én nyújtotta be az Országgyűléshez, mellőzve a jogszabályokban előírt előzetes egyeztetéseket a Munkaadói és Munkavállalói Oldal képviselőivel.
2.Az Országgyűlés honlapjáról kivehető információk alapján „erőltetett menetben” kívánják a törvényjavaslatokat elfogadni.
3.A törvénytervezetekhez kapcsolódó kormányrendelet-tervezetek nem ismertek.
4.A Kormány nem vette figyelembe az ágazati szakszervezetek egy évvel ezelőtt megfogalmazott véleményét, sem a kormányzati igazgatásról szóló törvény közel egy éves tapasztalatairól készített véleményét, amit hatás-vizsgálatot követően készítettek.
5.Az állami vezetők bérének emelését csak kellő önmérséklettel szabad végrehajtani. A tervezett drasztikus béremelés igazságtalan, elfogadhatatlan. A közszféra minden dolgozóját megilleti az automatikus – vagy az előző évi átlagbérhez, vagy az inflációt követő – évenkénti béremelés.
6.A SZEF Ügyvivő Testülete felszólítja Magyarország Kormányát és Országgyűlését, hogy a Munkavállalói Oldal által megfogalmazott javaslatokat építse be a fent említett törvénytervezetekbe.

RESOLUTION
on the draft acts for public administration
The Steering Committee of the Forum for the Co-operation of Trade Unions (SZEF) adopted the following Resolution on the administrative proposals No. T/8016., T/8017. and T/8019 regulating the (i) single-instance proceedings of district authorities, (ii) the Government Office of the Capital City Budapest and county district offices and (iii) the Act on Governmental Administration and which were on the agenda of the Parliament.
1. The Government submitted the draft acts to Parliament on 12nd November 2019, neglecting a prior mandatory consultation with the representatives of the Employers’ and Employees’ side.
2. Based on the information on the website of the Parliament, the acts shall be adopted in a “quick march”.
3. There is no information on the draft of the government decrees related to the acts.
4. The Government did not take into account the opinion of the sectoral trade unions submitted a year ago, nor their opinion on the nearly one year experience of the government administration, which was prepared on the basis of an impact assessment.
5. The wage increase of leading government officials requires discipline. The planned drastic wage increase is unjust and unacceptable. All employees in the public sector are entitled to an automatic annual wage increase – in line with inflation or along the average wage level of the preceding year.
6. The Steering Committee of the SZEF calls on the Government and the National Assembly of Hungary to include the proposals of the Workers’ Side into the above mentioned draft acts.
